Mullings' similarity with the Dawson situation

It has been postulated that Adam Dawson cannot play for us due a FIFA regulation about having played for two clubs already this season prior to signing for Macclesfield. Shamir Mullings started this season with Maidstone then switched to Dagenham in September before being released this month. His transfer to Macclesfield should therefore make him ineligible to play for the club as it breaks the same FIFA rules applying to Dawson.
If he is eligible, then Dawson should also be eligible, or both are ineligible. We could learn something more about this situation in the next game (perhaps tomorrow). If either are named in the matchday squad, the FIFA rule does not apply (or Macc are breaking the rules). If neither player is named, the situation remains unresolved.
Can anyone explain how the situation may be different? Have we made another mistake or is everything in order?

Perhaps this: Mullings was on a season-long loan at Dagenham, but recalled then immediately released by Maidstone
in January????? Dawson was non-contract at Chester for less than two months. Then signed for Macc.

I think the Dawson situation is nothing. I just assume that he's not good enough or not fit? Because Reece Cole has played for 2 clubs this season (Yeovil, Maidenhead) and now us and is fine.

I think the 2 club rule might not apply for appearances below L2 level.

So perhaps loans to another club don't count and you can be loaned out 2 or 3 or more times in one season? The parent club keeps the player's registration. This would mean Mullings is OK. Dawson was not a loan and he has been registered with two clubs this season so his case is different. Might explain it. He has played with clubs at a higher level so he ought to be good enough if fit.

One thing is certain. We should not be trying to sign or loan players without being fully aware of the regulations, arcane as they may be.

In our current situation, we surely need to be getting the most 'bang for our buck' right now, and we can't afford the cash, or the distraction of picking up players who aren't actually eligible to play.

Someone at the club should have the responsibility for this.
